Recording the conquest of the rival kingdom of Hanigalbat and campaigns against Urartu's predecessor states, Shalmaneser I's inscriptions argue that Assyria's expansion from a regional city-state into an imperial power began under him, a full century before Tiglath-Pileser I's more famous annals.
